Jagalchi Market intimidates visitors because the system is unlike anywhere else: you buy a live fish from one vendor and pay a different vendor to cook it. It is not a scam — but it can become one if you do not know the numbers. Here is how it works.
The Two-Part System
Ground floor: rows of tanks, vendors calling out, live fish priced by weight or by the piece. You pick a fish — flounder (gwangeo) or rockfish (bolrak) are the standard hoe choices — agree on a price, and pay the vendor. They clean it and either send it upstairs with you or send you to their partner restaurant. Upstairs: a restaurant charges a setting fee (jasik-se or chochigwan, roughly 5,000–10,000 KRW per person) covering the table, side dishes, and slicing service. Maeuntang (spicy fish stew from the bones) costs 5,000–10,000 KRW extra and is absolutely worth it — it is the second course of the same fish.
The Numbers to Know
A reasonable flounder for two runs 20,000–40,000 KRW depending on size. If a vendor quotes dramatically more, walk — the next tank is three steps away and prices are competitive. Total for two people eating well: 40,000–60,000 KRW all-in. Agree on the fish price BEFORE it leaves the tank, and confirm the setting fee before you sit down. That is the entire anti-ripoff protocol.
The Phrases
- "Igeo eolmayeyo?" — how much is this?
- "Hoe-ro juseyo" — sliced raw, please
- "Maeuntang-do juseyo" — and the stew too
Most vendors dealing with tourists know enough English for the transaction; the phrases mostly signal you are not a mark.
Alternatives
If the whole negotiation sounds like work: the upstairs restaurants also have fixed menus — hoe sets, grilled eel, seafood pancake — at posted prices. You lose the theater of picking your fish but keep the meal. And if raw fish is not your thing at all, the grilled fish (saengseon-gui) sets and the spicy stews are the same quality, cooked.
Timing
Lunch is calmer than dinner. First and third Sundays many stalls close. And the outdoor ajumma stalls along the waterfront are the same fish at similar prices — the building is more comfortable, not more authentic.
